Meet Underdogs of Philly, Looking Out for the City’s Outside Dogs

Philadelphia is a dog city through and through. But not every dog in Philly gets to spend their days curled up on a couch, waiting for their favorite dog walker at the door. Some dogs live primarily outdoors, and their safety and comfort depend on the resources and support around them.


That is where Underdogs of Philly (The Outside Dog Initiative) comes in.


Underdogs of Philly is a grassroots nonprofit focused on improving the quality of life for dogs living outdoors across our city. Their work is practical, compassionate, and deeply rooted in real-life solutions. They meet dogs and their people where they are, and they help from there.


And honestly? That matters more than ever.

What does “helping outside dogs” actually mean?

This is one of those things that surprises a lot of people: In Pennsylvania, it is not illegal for a dog to live outside.


Not all outside dogs face the same reality. Some families need resources. Some dogs need medical care. Some situations need immediate intervention. And some just need someone to notice, step in, and help before things escalate. Their work helps close that gap in a real, practical way.


Underdogs of Philly focuses where they can help can make a tangible, immediate difference. This includes:


  • Providing proper shelter setups that protect dogs from extreme heat, cold, rain, and wind

  • Supporting veterinary care, so minor issues do not become emergencies

  • Offering food assistance to keep dogs consistently fed and healthier overall

  • Assisting with rehoming when staying put is not safe or sustainable

  • Building relationships and offering education, so improvements last


It is not about judgment. It is about safety, dignity, and doing better by dogs.


What to do if you see a dog outside in extreme weather

In Philly, you’ll sometimes hear “Code Blue” or “Code Red” during extreme weather. These are official city declarations, not just “wow it’s cold” or “it’s a hot one.” A Code Blue typically kicks in when wind chills drop to around 20°F, or when it’s below freezing with snow or freezing rain. A Code Red is usually called when the heat index climbs to 95°F or higher for multiple days. During these periods, extra protections for dogs are required, and it’s especially important to speak up if something doesn’t look right.
